How solid does the 60 fps have to be? God of War 3 was a masterclass in graphics tech in 2010 and was supposed to run at 60 fps, but in practice ran more like at 40 fps.

If you mean locked 60fps, then Rage on XBOX360 is definitely the winner
Either Rage or Black Ops II in my view, both push an impressive amount of detail for 60fps.

As great as it looks, it's not really a 60fps game when it spends most of its time in the 30s and 40s.
