Sega has always been my bet. They were really comfy together in the original Xbox days and they are again now.

I suggest it would be wiser to get someone like Bandai Namco and not Sega you made me put my shield there like I put my shield on others. How about work that Microsoft bag of unlimited cash wave 30 billion in front of Namco Bandai you'll Get Dragon Ball , One Piece, Tekken, ETC Sony fans seem less interested in Namco and more into capcom and Square I don't think they would miss Bandai Namco most Sony fans are into JRPG sure we have alot of Playstation Tekken fans but Fighting genre is not that big we are smaller than shooting games and WRPG's like elderscrolls 6 , Elderscrolls 6 sold 30 million vs Tekken 7 sold 9 million. You'd fill JRPG in (Tales of series and several JRPG though not doing to hot) but Sony fans are not that excited for Bandai JRPG, JRPG's like FInal Fantasy are crazy sales. Jim Ryan will not cry wolf. The guy has the better JRPG developer in his pocket with Square. TBH, the sony fans in forums and discord don't care for COD It's only the few hardcore Sony youtubers and Jim Ryan who want COD. People can't see COD has been going on a downward spiral and metacritic bashing COD on scores if anything Jim Ryan is crying wolf on a sinking ship COD which is why Activision CEO is destroying other developers making them into support COD developers, That IP power gonna fade away someday those reviews are vicious to yearly COD games probably should delay it to 2 years apart. Bandai Namco isn’t a realistic option for MS, they are actually worth more than you think they are and they have business outside of gaming that won’t help MS at all.
Sega and Koei Tecmo are the most realistic, but Capcom would be the be the better option.
Honestly I don’t see MS buying another publisher anytime soon after the ABK deal.
