It's not about what hardware is in the majority of pc's right now, it's about the games. And right now, all major game developers are making games that are designed from the ground up around to take full advantage of these new console's hardware and ray tracing support.

Sure, you can say they will support current gen consoles for a couple of years and we will see a ton of cross-gen titles that don't really use this new hardware to its fullest potential, but that's also just speculation. It can also be that both next gen consoles launch with a bunch of titles that aren't on current gen anymore.

You know what, I have a PC which is doing 4K/Very High/60fps for many games. But I'm more impressed by some PS4 exclusive I have played (on PS4 Pro). Right now I'm playing Horizon Zero Dawn Complete Edition for example, I don't have a PC game in my mind that compete with that.

So I think it's the last time I buy a great PC, I will take a PS5 instead.

Metro: Exodus (PC) (it's a blow out here)
Resident Evil 2 (PC) (sheer visual prowess on PC puts it steps ahead of Horizon)

Horizon was a looker when it released and its a looker now, but in my eyes, it isn't anywhere near the top.

I think sometimes people confuse pure graphics from a technological standpoint with graphics+art-style

They love as example Horizon's art-style and since it also has great graphics they believe it is better than some games on PC of which the art-style might not blow them away.  

But if you really just look at the technology behind it you see that Horizon on a PS is obviously not as good and that some games on PC could never run on PS4 even with 30fps without reducing many settings (which is exactly what devs do to let it run on console)

Prefer Horizon than RE2, ME, Battlefront II.
