Dragon Quest XI is better for all these reasons. I only played like an hour of Vesperia so I can't speak for the story, but I really like the Dragon Quest XI story.

It is sad but I have to agree.
If you only play ToV for one hour you will not experienced any exploration at all, you only heard 10% of the songs, only met 3% of all the enemies, only unlocked 20% of the gameplay and only have 2/3 characters so yeah DQXI is better if you only will play ToV for one hour :o.
Ideally, both. Since both are great games. If it comes down to choosing one, for me its DQXI, easily.
I enjoy Vesperia (the version that came out this month, never played the original), but quite frankly I found the characters really annoying even by Jrpg standards. I even liked Berseria's characters better.
DQXI has better world building IMO, its much prettier and has better soundtrack. But they both have their charm.
If anything just decide if you like turn-based or action rpgs. I love both, but a lot of people get all annoyed if their rpgs are not turn-based for whatever reason.
Fight-system: Dragon Quest Xi, 100% better.

Haven't played Dragon Quest XI yet but I played Tales of Vesperia Definitive Edition on Switch and loved it. I just wished it was longer.
