The way I see it, he's mashed all those pictures into one:
- picked two clowns with weird orange hair and a suit => Trump
- picked fishes and an octopus
- and picked the shooting target
The result is a woman that looks like Melania Trump (1) from the movie Octopussy (2) that shoots (3). As to who she's shooting, that I don't know.

Clown, then suit/tux/bond, then octopus & clown fish & cat fish & royal blue tang fish. The target was just too good of an opportunity to bring it back up and finish the thought process. If you've never seen Octopussy then you wouldn't get why it may lead you to that. I didn't assume it would be blatantly obvious, but I did wonder if anyone would pick up on it. The point of the game is to pay attention to the previous pic, so not taking the prior pics into account wasn't a surprise.
*I should point out this was the actual sequence on page 230. I didn't just pick them randomly out of order.
