Zelda OoT has 99 and GTA IV has 98, so I doubt it.
99 based on 18 reviews for a xbox.
The first review I've read was from eurogamer, and they were a bit harsh on the game. They do not have a numerical rating system, but it seemed like an 8.
99 on xbox, people are not talking about the elephant in the room here.

PS4 version is now the 3rd highest rated 97 on metacritic, only behind the two super Mario galaxies. Just overtook GTAV and BOTW. Now we see if it rises, holds, or falls. (Edge is COMING)

I don't think it would have mattered that much. This game is going to be absolutely massive. And the hype keeps growing and growing and growing.
Also it might have to do with giving reveiwers more time with the game, while GoW is a beefy game. It's about 30 hours long if you do almost everything. This is a much bigger time sink. You could probably spend 100 hours into this game easily
