I don't always see eye to eye with critics, but for a game to score under 65 is has to have some pretty serious problems.
I've enjoyed some games in the high 60s/low 70s, but that's about as low as I go.

Sonic Lost world!!
It got a 63 on metacritic. I don't understand why. Personally I feel like it's one of the best games ever made. Definitely my favorite Sonic game. I can't tell what is terrible a about it. the only way I can this as a bad game Is if life is unhappy by comparison. . That makes me feel kinda fucked up.

I have to confess that I found Pokemon Channel (55 on meta) strangely addictive for a week back then in 2003 despite how deeply stupid and unsubstantial it was, I started playing just to teach my little brother how to play but I kind of enjoyed it for some reason, I know is embarrasing but it happened.
While doesn't entirely fit into the rules I want to add Game Dev Tycoon (meta: 67) I know is not great but is fun, I played it for hours.
There's no Metascore for it but I remember Paperboy 64 getting pretty mediocre reviews but I actually found it kinda fun as a rental.
Also, Yoshi's Story has a 65 on Metacritic which is a joke in and of itself, so I'll include that one as well. Played it to completion and unlocked all the extra Yoshis.

I liked j-star victory VS on PS4. Not a great game but I got some enjoyment out of it.
Extermination on ps2 was also decent.
I can probably find something fun is almost every game actually. If I try hard enough. I think the only games I truly couldn’t play were Superman N64 and Evolution: Seventh cross for dreamcast.
Steel Diver for 3DS (not the crappy free to play version), multiplayer was fun and the overall atmosphere was pretty good.

Multiplayer classic mode is a blast.
I guess it's not a good single-player game, but it deserved better.
Yoshi's Story: Metacritic of 65% and Gamerankings at 59,91%.
It's a game clearly targeted at kids and I was one when this game launched. Even though the game is really easy, I love to replay its levels in order to beat my punctuation, like an arcade.
It's actually one of my favorite games ever.
Edit: Victoria (Paradox's Grand Strategy game) has a metascore of 58! Well, if you compare it may be flawed compared with Europa Universalis II (and other Grand Strategy games that would come later), and it can be a bit overwhelming at the beggining, but once it clicked, it was a great game.
Pokemon Mystery Dungeon Explorers games are down to the low 60s (the originals are just over 65).
These games probably scored poorly because of the repetitive gameplay and loot system. I really liked the games, the stories were really sweet and I didn't mind the gameplay, I just had fun dungeon crawling for hours.
