Was it?. I was under the assumption that it wasn't and it was said to be exclusive by a few here and there across the net.

Announcement as console exclusive to me denotes a PC version coming around one time or another

No, he's dead serious. He holds severe disdain for the platform and seeks any chance he can take to blame it. he also doesn't hide his hate for Western devs either, so it's no surprise to see him defending a Japanese publisher.
