But I must wonder if this was meant solely as a joke or if a statement is being made here? I'm going to guess the former since it's Cartman who's making the statement.

South Park consistently jumps between supporting a statement and being against it. It's one of my favorite things about the show because it allows them to take the piss while seeing different perspectives legitamite points of views. 

Not bad. You should get a special power on hardest difficulty though - Affirmative Action, which makes things much easier.

The way they handled the stick of truth retcon was also pretty interesting
