Well Dragon Quest VII 3DS took 3 years to come and X never came.
But yeah, after VII, VIII, Builders and both Heroes games it was obvious XI would get localized.

The ports of previously localized titles tend to take their dear sweet time getting localized, if they come at all. We never got one or two of the ports to PS2, and the ports of IV, V, and VI on the DS took ages to get localized and seemed like they would never actually come after a certain point. That said, the timetable for VII and VIII 3DS didn't surprise me, particularly since Yuji Horii decided to just up and announce they were coming at a conference over a year before their official announcement by SE.
As for X, I at least could tell it was never coming. DQ isn't popular enough in the west to risk the cost of localizing and operating an MMO outside of Japan. I don't think it has been what would be considered wildly successful in Japan to begin with, constantly being ported around to keep player numbers up onto anything that could run it in any feasible way, making it that much less likely a localization was ever on the table.
Main numbered titles seem to come over without fail though otherwise. If they're a standard JRPG, they get localized. Sales are at least good enough to warrant that much work. When the 3DS version was announced, it became obvious the PS4 version was meant more for localization anyways. The 3DS version is expected to sell like a monster in Japan, while the PS4 version will do reasonably well and the rest of the world will make up the sales difference between the versions to some degree.
