They don't actually anymore they let the license lapse years ago.
I think there is rumors of TellTale looking to grab the license, but I'm sure something could be worked out.

That looks dated.... graphics & gameplay, and kinda crappy by todays standards.
They would need to do a proper Remake of it, with controlls more like a normal shooter, and multiple sections completely differnt, if they wanted a game that was competitive (and not just selling on nostalgia).

That was more like a game inspired by Goldeneye. It felt more like CoD than the original game.

Agreed its dated, which is why it would be $10-15.
They made the game you're talking about, it was the Goldeneye on Wii/360/PS3 and that played like a CoD. It was okay.
