It does look rushed however, and is not trying to push a seemless sandbox. It is a step back easily when looking at what they were trying to accomplish and what this is.

We haven't seen how seamless it is yet. Cities and interiors are still just as seamless. But it not all being one sandbox isn't a necessary step back depending on what they do in those spaces. XCX had one settlement, a big one but one. Xenoblade Chronicles 2 has multiple. The fluctuation in cloud ocean tides is cool. The titans are moving as well and look like pretty elaborate forms vs even XCX's landscapes.
And it doesn't look rushed to me, given what has been accomplished.
Also, don't write off custom outfits yet.
Plus, customization through the Blades allowing on the fly class customization is cool
