OK, I know this problem is reducing, but it still bugs me how some people don't have avatars. So, I'm posting a how-to to make sure people new to the internet know how.
1. Find a picture you like less then or equal to 200 by 200.
2. Right-click the picture & save it as whatever.
3. Click on edit profile.
4. Click edit avatar.
5. Browse for your picture, then upload.
And you have an avatar. :)
How to Add Avatar Via Ps3 Web Browser:
1. Find any picture on the web and put your cursor over it.
2. Press Triangle>File>Save Image
3. Come here to edit profile, and go to edit avatar.
4. Click Browse and Select image from the HDD
5. Click upload and YOUR DONE!!!!

On the contrary, new people sign up on the forums every day. They may not know how to change their avatar.
However...
If people are getting confused about how to do things, we don't need 500 stickies telling them how to change their pciture, create a photo album, add games to their collections...etc, we need a cleaner User Interface that makes how to do it obvious.
Or FAQs which I have been ranting about since I got here
