Capcom chose the original 50Hz PAL version because of the German, French, Spanish and other translations of the original PAL release. The US version probably doesnt have these text options in the game.
Making the PAL version 60hz would give tons of sync issues in cutscenes etc. patching the other languages in the US version would be too much work.

Well you're right they should have mentioned this as the reason behind the issues, but it's not an excuse. Pretty sure all the GTA PS2 games recieved an update in EU to the US frame rate.
This is exactly what is good about digital foundry making sure people understand they have an option for a superior version of the game. The sort of thing any gaming enthusiast wants to know.

If I recall correctly that's where his beef with DF began; their analysis showed the game spent most of its time significantly below 60fps and he made a thread calling them liars.

Well you can't argue with facts, the game definitely does spend a significant time below 60fps, in saying that I opted to play it in the 60fps mode and I found the game to be far smoother than the 30fps option. Don't know why, maybe im less sensitive to it.
So Digital Foundry strikes back againand i have to poin out their huge flaws in this one. This time they are complaining about the European/PAL version of the PS2 to PS4 version of Code Veronica, which is the original PAL version of the PS2 version. If you watch the video you can see that the PS4 European release is running in 25fps as it is the PAL version from the original 50Hzrelease, while the US PS4 versions runs at 30fps because of the 60Hz of original PS2 release.
They are bashing the European PS4 version and recommend you to get the US version from the US PSstore. But here is the problem they completly ignored.

This video was a total waste of time to watch, it didnt also help other people to clarify which language option the US version has (maybe French for Quebec, Spanish for Latin America?). They are much more concered about counting frames..
DF are probably the MOST professional tech reviewers you can find (at least when it concerns to the videogame industry).
This complain is completely absurd. It's in their scope to consider translation issues, only the performance.
On a (personal) side note, F$ck translations to spanish, german, italian in games. Causing delays in the games I play for decades now.

25fps is like watching a Chaplin era movie in 2017, which can be fun as a novelty but its certainly not an acceptable standard. It's crazy to think that console games haven's really upgraded their frame rates all that much in about 15 years.
