According to the internet, yes.

What if he had screamed "Mother Fucker!" repeatedly?  Would that be offending incest lovers?

No it would've just been mean and he goes to jail for 3 years for violating someone's safe space.

He didn't say it as a quote. He said it to be either hurtful or to relieve anger. If it's the former, he's an overt racist. If it's the latter, he's probably just got some repressed feelings, and can probably rid himself of his racist tendencies.

Also, talking about your edit, he's not some teenager, he's 28 years old.

If I call my sister a bitch to be hurtful, that doesn't mean that I actually think she is one. I just chose the word I think would trigger the "best" reaction.
So I can't agree with your assesment here. Based on this comment alone, it gives me no inight into whether or not he is racist. For all we know, he can use racial slurs in smacktalk, but actually stand up for a black person who is being discriminated against when it comes down to it.

What I will say is that this isn't much better than genuine verbal expressions of racism from the other person's point of view, because if the objective is to get them to feel attacked and hurt based on their ethnicity, and they do, then it carries the same effect as a genuine racist comment.

Your first argument (sister is a bitch) does not work because being racist is the catalyst for the reaction. If I know you are not racist and you say that, is it offensive? Nope. Probably funny. But if I am to believe you are racist, that makes for provocation. I am not saying he is racist, but what he said IS racist. No two ways about that. You cannot say he wanted to be a provocateur but he did not want to be racist when using racial slurs, in context, to be a provocateur. Unfortunately, you lose any, "benefit of the doubt" when you put yourself in that kind of integrity compromise. Again, I am not say he is racist because I do not know the dude, but what he said most defintely is racist. Especially using your, "spin" or context.

So what if he is Racist?

Not sure if it was a case of racism or mental disease. That was a little bit too weird.

As a German I often get called Nazi by many on the Internet when people are mad. But in most cases I think they only do it because they think that is how they can hurt me and not because they think I'm a Nazi. In this case he did maybe say it because he tried to hurt the other person and not because he has something against Blacks.

Doesn't change that he shouldn't be a "pro player" in any team with such a behaviour.

I wouldn't say that he's a racist or that it's a racist rant. He's just an idiot who raged, I've seen way worse.

Shouldn't be too much longer.
