They're not cheating. The fact that they outsell the 360 despite having a much higher price point is not cheating, no matter what the price was at some time prior.
Cutting the price of an overpriced console is not cheating. PS3 launched in the US for $600. A year later PS3 was reduced to $400 with cheaper model 40GB model and 60GB reduced to $500. Every else in the world PS3 was by a third in price introducing the cheaper 40GB PS3 model.
