The latter would seem pretty resonable conclusion from their statements, namely
they didn't think original concept was viable and they are expanding it well beyond that earlier scope.

OT: This probably means nothing. At best it'll be re-revealed as a Dragon's Dogma sequel for PS5.
This game will never see the light of day.
For me personally i'm not longer interested in this game.

I think they realised F2P is a dead now and remade the game with PS4 pro in mind and as a retail release.
Hope this happens. Game has looked interesting since day 1.
