I constantly remind people that there is more to performance than single precision floating point performance, because there is, just look at my posting history. - You are not going to be an exception. - And I will likely remind you about that again in the future if you only use flops in your comparison points, don't like it? No question that Sony has the upper-hand at the moment, Microsoft could have released Scorpio at the end of last year... But then the release would have been overshadowed by Playstation 4 Pro, Playstation has the brand power going for it at the moment.
Then they could have released it during the first half of this year... But then they would have been overshadowed by the Nintendo Switch, being something dramatically different there are so many different aspects of that device that people are talking about. (Both good and bad.)
So later in 2017 is tactically the most optimal window to get as much bang-for-your-buck with Scorpio's launch.
Plus, the hardware probably needed more time to mature and come down in costs to make it more viable, which end-of-2017 brings.

I doubt Scorpio is going to place any pressure on Sony, Sony is doing amazingly well.. Heck the Playstation 4 Pro isn't exactly a run-away seller comapared to the base Playstation 4 either.
But it is a Halo product that Sony can leverage for it's advertising to make it's platform seem better than the competition with it's superior graphics.
Scorpio should do the same thing for Microsoft, even if the bulk of machines is the regular Xbox One, Scorpio being a Halo product should make the Xbox seem more attractive in advertising thanks to it's superior graphics.

I think we are still a few years away from a Playstation 5 or Xbox "Two". The technology needs to exist first and I don't think we are there yet to justify a generational leap.
Sadly these days consoles are at the mercy of the PC in regards to technology, if the PC stagnates/doesn't innovate, that impacts on the consoles as well.
