relooking at the numbers, it's very strange.
Find it hard to believe that all of these devices have more developers developing for them than the 3DS does.

the switch is launching in 2 months. if a developer doesn't have a dev kit by now there is no way that are releasing a title in switches first year on the market. not exactly a good strategy by nintendo.

Talking AAA games, no.
But you need to realize that most of those 4,500 developers are not big companies. They are indie developers. An Indie dev getting a kit on March 1st would have no problem releasing a game by the holidays. It's not like the dev kit will be some alien hardware that will be completely foreign to them. It will be generally the same to develop for as any other system these days.
edit: lke take the shovel knight devs. Pretty sure if they were part of this survey they woudl have been part of the 3%, cause the game is coming to switch. But lets say they didn't have dev kits yet. They would have no problems getting shovel knight and all it's expansinos and whatever else is part of their big Shovel Knight package that is coming out to be ready for the Switch in a reasonable time.
This is from the GDC's 2017 game development report. Where they sent surveys to over 4500 developers (not studio but individuals who range from hobbyists-to-profession developers. Which means at least 135 of those individuals are working on the unreleased system which is decent. It doesn't tell us much more than that.
I'm currently downloading the pdf right now to look at it.
Sales:
It seems that over half of those though it will definantly do more than the Wii U, 14% don't think it will do as well. And the rest don't care/know.
Core concept: (Mobile/Console Hybrid)
48% seem to think it may resonate with the public; 11% think the system will not resonate with the market. 19 percent think the system is the right product at the right time.
Other things:
It seems that the half generations that Microsoft/Sony are doing is being met with an overwhelmingly tepid respose. Only 18% thinks it is great for the industry and 5% think it is negtive. The rest don't care or are Neutral to it.
75% of developer think that VR is a sustainable market. The Vive has the biggest development share with 45% interest, Oculas with 30, PSVR, 29%, Hololense 24%.

i think you have that backwards. loads of indies can't do a simutanteous launch on all systems and instead favor one system (PC typcially) and then later port it to consoles staggarded with 6-12 months between.
bigger publishers will be able to port faster because they have dedicated teams and processes to get through all the technical and legal barriers to multi-platform development.
