Talking AAA games, no.

But you need to realize that most of those 4,500 developers are not big companies. They are indie developers. An Indie dev getting a kit on March 1st would have no problem releasing a game by the holidays. It's not like the dev kit will be some alien hardware that will be completely foreign to them. It will be generally the same to develop for as any other system these days.

edit: lke take the shovel knight devs. Pretty sure if they were part of this survey they woudl have been part of the 3%, cause the game is coming to switch. But lets say they didn't have dev kits yet. They would have no problems getting shovel knight and all it's expansinos and whatever else is part of their big Shovel Knight package that is coming out to be ready for the Switch in a reasonable time.

i think you have that backwards.  loads of indies can't do a simutanteous launch on all systems and instead favor one system (PC typcially) and then later port it to consoles staggarded with 6-12 months between.

bigger publishers will be able to port faster because they have dedicated teams and processes to get through all the technical and legal barriers to multi-platform development.
