I enjoyed both games, and their very different takes on the horror genre are each interesting in their own right. Both make creative use of the Gamepad, both create dread and tension very effectively, and both are a little rough around the edges yet kind of admirable in their dogged scrappiness.
Ultimately though, I prefer Fatal Frame. Even in 2012, zombies were extremely overdone. The supernatural, particularly of the Eastern variety, is something we don't see as much of in gaming. FF has a richer atmosphere, story, themes and symbolism, but most importantly for a horror game, it is scarier.

Well, I'd say that there's not really any games that are scary. When I was younger I was prone to horror but nowadays games don't really scare me.

ZombiU scares me. Even if you are good you can still 'f up, and when you 'f up, the consequence hit's you. Your eyes widen, you clinche your teeth, adrenaline shoots out of your kidneys and you RUN! Flailing bullets and swinging a bat, until you are swarmed, or maybe you reach a door in time and nail it shut.

Yeah, but that doesn't really have much to do with it being a horror game. A lot of older games with save points miles apart evoke the same tension.

I forgot to mention creepy music, haunting atmosphere, and rotting visual effects. Its the whole package.

I feel the two games create very different kinds of fear.
ZombiU's punishing difficulty and real consequences for dying make it good at inducing a panic in a "holy shit I'm gonna die and lose an hour of progress" kind of way. It spikes your adrenaline in the same way as a well timed jump scare.
Fatal Frame on the other hand, evokes a rather different kind of fear; an eerie, unsettling slow-burn of creepiness, that arises less from a sense of immediate danger and more from the macabre imagery, sound design, and lore.
fatal frame is a better horror game, zombiu a better survival game.
I absolutely loved Zombi U, its immersion is great. An actual Zombi game that made Zombies fearful and forced you to care what's around the corner. I wish there would be a sequel.
Haven't played Fatal Frame, my brother has and it look ok but probably not my type.
FF V was great so an easy win, Zombie U is a game with potential, always wondered what a sequel will look like
