No and it would be unwise to do so. You see, PC modding js very different. More things are open to change. So you can install some tools that other mods will use, like Skyrim Script Extender. Since consoles cannot work in this way, all mods that require it would at best not work and at worst crash the game. Since Nexus is built around PC modding, theres a ton of these mods. If it were linked to Xbone, mod creators would be flooded with careless people who broke their games by not reading the description. Also, since everything done with console versions of games is kinda sorta officially sanctioned, Bethesda doesn't want ot be liable for any content on Nexus. Obviously relates to nudity and such but also copyrughted content. It's just better not to. It's kinda a shame though because the nexus backlog is enormous.
Just as an aside, if you want to research modding for curiosity, Nexus Mods is the largest mod site out there, to my knowledge. And Moddb can be cool to browse as well.

Thanks. Just speaking for myself the console versions of Skyrim is more than enough for me to justify my purchase. And as I've mentioned in a previous post, having mods gives you more options. Personally, I don't really need nude models but having a plethora of creative garments to choose from enhances the experience for me. But that's just speaking for myself.

Well, nudity is a pretty big thing (Though the popularity of the big "nudity" mods on Skyrim more comes from the fact that those mods provide far, far better character models with options for nudity, underwear, etc so if you want better character models, those are the ones you get), but there are other things that just won't come to consoles. While the article mentions total conversions being restricted on PS4 due to file size (which is true), mods of that size are also limited by the fact that, if memory serves, I don't believe Xbone and PS4 mods can have .esm files (that is, new "master" files). The largest of mods usually have them. This does block the most ambitious mods, such as Falskaar (iirc). Also, total conversions wouldn't work anyway because of how they have to work to get around certain limitations. Enderal - the big Total Conversion for Skyrim - uses a cusom launcher and a special program that converts "Skyrim" to Enderal and then converts it back again when you want to play Skyrim. Consoles wouldn't allow that anyway.
Not to say there can't be some cool mods on consoles, there certainly can. Just saying there are a number of limitations inherent in console modding.
