Standard is not "maximum", as someone pointed out the tweet itself says standard and both DS and 3DS had a range of capacity for their game cartridges. Hopefully they clarify that in the article.

There's a difference between "the normal size is for the most part going to be 16gb, but there will be bigger if needed" and "the biggest card will be 16gb". Misleading.
