Well to soothe the wounds of some people there is extremely small outside chance of more characters being added to brawl. They have some extra character data that is currently being unused. It exists for Roy, Mewtwo, Doctor Mario, Toon Zelda/Sheik, Pra & Mail, Young Link, and Dixie Kong. There is a 99.9% chance nothing will ever come of that data, and some of it was likely just for reference when making the game. It is still there though and waiting.
