They are both new IPs. With Mario in it.
Super Mario Run is not a NSMB game, it's a runner game with mario in it.
Super Mario Maker isn't a 2 d super mario game, it's a "build your own platform game" with mario in it.
Both games could have had different IPs, they're not sequels to anything.

Did you actually saw Super Mario Run!? It's basically NSMB just for mobile devices, NSMB runer, Super Mario Run is not new IP.
Of Course that Super Mario maker is 2D Mario platform game where you building levels or play levels of other players. So its 2D Mario platformer, not new IP.
They are both 2D platform games where Mario is protagonist, they are definitely not new IPs. Games like Project Code Steam or Splatoon are new IPs, not Mario Maker and Super Mario Run.

Mario prediction is an open door. Actually don't know if that's also an expression in English but whatever, I'll assume it's understandable.
New IP, I'll again won't hold my breath because this woman has been wrong about pretty much everything. And besides, saying there's a 'new IP' coming isn't really anything outragious either.

The most recent I can think of is Paper Mario Color Splash 9 months ago.

You're thinking to much about the final game and not about the initial concept for the game.
Super Mario Maker could have very much be a game about making platform levels. Have you heard of a game called Little Big Planet?
Not everything has to use an existing IP, Splatoon almost became a Mario Game, on the other hand Kirby Yarn at first was supposed to be a new IP.
The reality is that if Nintendo were convinced that those games would sell more by being new IPs instead of Mario games, we would have a lot more new IPs. But well, they are lazy, and they just care about new gameplay ideas and not enough about how they package those ideas.
If the NX doesn't have at least 3 new IPs from Nintendo between march and the end of the year. I'm out. I won't buy it.
I'm tired of things like Mario Sport mix, that's just lazy. Screw this
Now we're talkin'. It's all about GAMES at the end of the day.
