All open world games have certain areas that don't have high quality textures. NFS MW probably has some areas as well. Yes it does but it doesn't offer verticality in the entire map and its a lot easier to texture some rooftops than all of them.

But with this topic I remembered that GTA V has the most verticality of them all, you can see the entire map while skydiving and the draw distances are incredible.

Draw distances in GTA5 are indeed very impressive, I agree, but as good as it looks, the framerate prevents it taking the #1 spot for me. 

NFS's fantastic (for the time) lighting and shading makes it the best looking to me, plus it runs pretty solid.

I do not think we'll be able to agree on this one, but I understand your point. NFS MW is still one of the best looking open world games on PS3 and its pretty close between these three.

Yeah, I think we will have to agree on two things: to disagree, and that all three look good. ;)
