Yes it does but it doesn't offer verticality in the entire map and its a lot easier to texture some rooftops than all of them.

But with this topic I remembered that GTA V has the most verticality of them all, you can see the entire map while skydiving and the draw distances are incredible.

Draw distances in GTA5 are indeed very impressive, I agree, but as good as it looks, the framerate prevents it taking the #1 spot for me. 

NFS's fantastic (for the time) lighting and shading makes it the best looking to me, plus it runs pretty solid.
