Yes but disc only (never was released digital) but their is a possibility it will get a release digital.

Also new games on BC tend to come on tuesday/Thursday evening.  if you have twitter should follow larry/Major nelson they bring up the news.  Lately BC updates are coming fast like on average 5 games a week.

You can get a digital key for Halo MCC for ~6€. But I guess you don't want to buy the console without a bundled game?
Looking at Amazon.es, there's still a The Division and a Rise of the Tomb Raider bundle. The price isn't amazing but it gives hope that it might go down during the next months.
