Nintendo can do that, they will just not have much of a future left in the business as Sony/MS will pick that apart. 

I have no idea, but that seems to be what is happening. 

We have Eurogamer saying that NX is a handheld using Nvidia Tegra, but then on the other hand we have an unaccounted for AMD semi-custom design win. Eurogamer seems to suggest that their sources attended a recent event where Nintendo showed off the handheld, but we have previous reports of devs being shown a console behind closed doors, not a handheld. It would make sense that since the console was shown at earlier events, it will be the one that releases first, in March. It doesn't make sense for the Tegra handheld to be the March device, because X1 is too power hungry for a handheld, and X2 won't be ready in time for a March release, so the handheld is probably Holiday 2017. Why they wouldn't use the same architecture for both the console and the handheld is beyond me, considering the supposed goal is to unify development at Nintendo. But Nintendo will be Nintendo I guess, lol. 

A portable console is a console, there was never any detail about what developers were shown behind closed doors. Both Iwata and Kimishima have said multiple times too NX would be something fairly different, well what we've been told now is fairly different I would say. 

Ubi Soft's enthusiastic comments regarding the "family" market and "casual" market with regards to the NX hints at a form factor like what Eurogamer has stated. 

Scorpio, PS4 Neo, and XBOne S (which is a redesigned SoC) .... there are your three AMD design wins. 

Tegra X2 (Pascal-based Tegra) is being unveiled this month, it certainly could be ready for a March 2017 launch. 

Also IGN, MCV, and Wall Street Journal have all said they verified Eurogamer's report with their *own* sources. Eurogamer is hardly the first time someone ran a report claiming to know what the NX is, none of the other major sites ever bit on the news though, but in this case multiple sources are claiming the same thing.

And now like a week or so after Eurogamer's report we see Nintendo has patented detachable infared controller wings ... Eurogamer might want to consider playing the lottery if they just randomly guessed that.

lets also not forget that amd announced a custom arm chip win along with the x86 custom chips.. So that could be Nintendo, a Sony handheld, or maybe something else. but likely from sony or Nintendo.

Pity,  because I'd like AMD to get the Nintendo gig.  They're getting spanked in the pc market by Nvidia so it's important they do well elsewhere.  I'm aware console profits are not big for these guys but it's better than nothing.
