step 1: look for montreal on list as it is in the timezone that the 4pm is based on

step 2: look for a major city near you and use the difference between the time in montreal and the time of that city to calculate what time 4pm in quebec is in your time zone.

example: difference between montreal and london is 5 hours therefore 4pm in montreal = 9pm in london

all the info you could possibly need is located on the front page.
