Pretty much this. To me, soundtrack is the second most important thing in a game, only gameplay being more important. If the game fails with its music, it fails as a game. It's not worth a playthrough at all.

Grand Theft Auto V music selection leaves so much to be desired. Soundtrack wise, I'd say Tomb Raider,

The final boss theme and the piece that plays as the Manon ship arrives over NLA were also awesome. (Anyone know what the latter is called? I cannot find it)

Sonic 4 Episode 2, which I thought was passable, had a god-awful soundtrack overall.

Also Fire Emblem: Radiant Dawn has pretty forgettable soundtrack overall, with some which are kinda bad.
