Would have rather had news in July or August. I guess they want to focus their hype building into a smaller period of time. Dunno if that's a good idea or not. TGS is on September 15th. Not quite fall, but close enough.
Good that's about what everyone expected. A summer reveal woulda been kinda silly since they may aswell have brought it to E3, and Winter would be way too late with only 3-4 months to hype it up and missing out on making customers think twice before buying a new system this holiday. Reveal in September would be perfect, though October can work too, but November would be too late me thinks.

I doubt it will be at TGS. Nintendo has a habit of not going to the show and when they do they release a part of the console not the whole thing. And since this a complete reveal I'm expecting they will do their own thing. For example have a ND to release the information to the masses and before/durning the ND have the press invited to a press day to try out the games and get aquainted with the new hardware so after the event they can post their impressions.
As for people wanting hardware numbers, Nintendo is natorious for not giving them out and when they do only a few pieces, so I wouldn't hold my breath.

NX's release window was said at an investors meeting not at a gaming event so it's a lot more concrete as it wasn't the gaming audience they were talking to but investors.
