If you just beat the average - you get all the games currently in the 1st and 2nd (average) tiers and any games they add to the 2nd tier next week.

 

You wont get the $13 tier games unless you pay that much.

I understand. But do I get the games today if I beat the average at the time I pay? I realize this is already a great deal but I just want to be sure.

Yes, If you click on the more games coming soon it says this

"If you pay more than the average price when you purchase the bundle, you'll automatically receive the additional games once they're revealed!"

I just purchases the humble bundle but I mainly did it for Affordable Space Adventures. I already own Shantae and the Pirate's Curse for Wii U and I don't have a 3DS so I figured I wouldn't let the codes go to waste. To whomever gets to these codes first, here you go!
