Let's take FF15 again for instance. When the game hits beta, it becomes all about optimization. If their target is 1080p@30fps then they would work on getting it up to that. In its broken state, by default the PS4n will run it with ease at 1080p@30fps just from simply bruteforcing the code. At that point, they don't have to lay a finger on the PS4n version. They will focus on getting the PS4 base version up to scratch casue all improvements made on the PS4b code will naturally carry over. If anything, having a stable version of the same code running on PS4n hardware will allow them quicker start fixing generalized bugs and play testing while still optimizing the code for the other versions cause again, bugs fixed carries over.

The butt-hurt about collapse of "generation" paradigm is absurd... Worst case, games won't be "fully optimized" for PS4.5.
Well, as it happens, tons of games aren't fully optimized on PS4 before we ever heard about PS4.5. Do we need to mention PS3?
"Full optimization" just isn't realistic even following the strict "generation" paradigm. So why hold everything else back?
PS4.5 still 100% benefits from PS4.0 optimizations, it just also adds brute force and new architecture add-ons which are optional.
Big budget AAA exclusives will still optimize for PS4.0, because biggest possible market will justify their big budget in 1st place,
additional costs of PS4.5 optimization pale in cost to over-all budget, not much different than PC devs having optional NVIDIA features.
Honestly, the parity/compatability requirement seems likely to be dropped, just because it's not needed:
Plenty of devs WILL continue to target PS4.0 and aim for best possible game experience there, while a few decide to drop PS4.0.
Not much different to PC, where there is no "enforcement" of minimum specs, devs just choose what best fits their game.
