its a square enix game. It wont happen, they have quality control, you've lost your bet for sure.

It's not only a Square Enix game, it's also a Taro Yoko game. (pro tip: try google drakengard 3 framerate)
Nier, much like Drakengard 3, LR:FFXIII and certain FFXV demos, will just be another one of SE's commitment of visuals over performance.
Trust me, I'm currently playing DQ8 on the strongest android phone available and it runs at 20 fps. SE doesn't give a shit about performance.

But it's more cinematic that way!
OT: Visually it looks pretty good, but I cannot bring myself to playing real-time over-the top Japanese hack & slash games with oversized swords and tacky armor for some reason...

Because poor framerate is a gameplay issue. Higher framerate = better gameplay. I can't take bad framerate, especially not in fast paced action games. It ruins the game.
The only reason I can even play through performance desasters like LR:FFXIII and DQ8 on android is that those game don't demand fast gameplay.
