Obviously shulk. Cloud wouldn't even be able to parry because shulk can cut anything if focusing. Even without that, there's the visions of future + monado arts.

Shulk isn't like you described at the end of the game but it doesn't matter. After the first power up, shulk could make the monado bend to his will and cut through cloud and the buster sword with a single hit. Visions, monado arts, blade size of the monado... only add to it.

When you can control the fabric of space and time then yes, Sephiroth control the universe. "The Promised Land" Which grants Sephiroth unlimited mako power is pretty much God power. He bestroyed some planets, and cause a Supernova just for show. Now imagine if he was serious. The only reason why he didn't accomplished his goals is because he enjoys tormenting Cloud. His arrogance is his only weakness.

Even if Shulk wanted no more materia or no more Cloud, there is still Aerith supporting Cloud to negate and undo any harm on Cloud. She has proven to do this in the movie Advent Children.

If you want to bring in outsiders and not let this be 1v1 we can bring in Alvis...

I believe he was referring to you constantly bringing up Aerith as Cloud's little helper.  Alvis is Shulk's help (and the Monado, it's complicated).  But Alvis trumps anything you care to list.  You cannot kill him, you cannot withstand him.  He is GOD.  There is no rule to let you beat him, cause he writes the freaking rules and changes them with a whim.  Trust me, it is in Cloud's interest for you not to try and trump Alvis :P

And you need to stop bouncing between comparing them via game rules and comparing them via lore.  Cause it's making the discussion a mess.
