Depends on how many people you think bought a Xbox One, but never took it online.

If you believe no one ever buys a xbox one, but doesnt take it online... then yes, like 1.4m overtracked.

If you believe like 800,000 users, have a xbox one, but never took it online, then its only overtracked like 500,000.

Give or take. Possibly a bit more. When you think about it, that's not very many, but I imagine that most X1 users are connected, especially since its biggest markets are places where most people would likely have an online connection (or, at least, a reliable one).

I honestly think the number of people that buy a console and dont hook it up these days are much lower than that.

IMO this means XBox One is overtracked by more than 500k here.

There are... but I think its less than 800,000 of them for the XBox One, which is why I think this means 500k+ overtracking here.

In this day and age you hook up your system.... though I think nintendo users might have the highest amount of users that dont.
