The Sims, of course. 100M for "The Sims" alone, another 20M+ for other Sim games, esp. SimCity.
Plus, I believe FF is above 80M and GTA above 70M before the release of GTAIV. From SE and Take-2 reports which I believe you can find on Wikipedia.
And then I think things like Madden, FIFA, Tetris and some others are up there.
You can't expect VGC numbers to be complete for all these franchises like they are for current gen Mario sales.

What about the touch generation? Aren't most of those brain training games, and even Wii Fit, part of the touch generation?
