Everything is subjective. Gran Turismo to some was the best racing game of its time -- to others Need for Speed II was probably superior, if they wanted an arcade experience. But ultimately, what sets certain games apart is just how influential they have come to be. OoT was extremely influential, alongside Mario 64, and the two of them (alongside Tomb Raider, to a lesser extent) became the blueprints for game design in the 3D era. You may not like the game, but its game design principles are still plainly evident in game designs today.
On the other hand, it is far too early to call BotW 'best game ever', as its game design has yet to be proven to beat the test of time. Given how BotW is less of a breakthrough and more of a refinement in game design, it may not always be immediately obvious how and in what way it has contributed to the game industry.
Games such as Thief, Dungeon Keeper, Populous, Mario 64, OoT, Diablo, Starcraft, Mario Bros, Donkey Kong, Tetris, etc. will always be remembered for being pace setters and creators of new trends and concepts. As we progress with the history of videogames, it is going to be less and less easy for games to make such breakthroughs. Technology alone is not enough, and the medium has largely now become similar to movies. The increasing focus on storytelling and visuals means that gameplay staples have remained in place for more than a decade and a half already.
BotW does some things new, however, including the incredible freedom given to the player, as well as the truly open-ended gameplay that lets you explore in any way you like. In the same vein, Minecraft is one of the very few 'new' gaming experiences in a very long time.
Horizon is a good game, but to call it groundbreaking you would have to bend seriously the very definition of 'groundbreaking'. Not even BotW is truly 'groundbreaking'.
