It depends on the emulator. If it's a generic emulator, they hust put the isos in place and repackage them. PCs are able to play isos from PS2, PS4 can do this, too.
Also for PS3 there was an emulator for PS2 - you can even play isos on it if your console is hacked. In the end, the "core" is the same, an iso.
