It is not really a main Sly Cooper game. 
Sly Cooper series was made by Sucker Punch and not Sanzaru Games, Sucker Punch makes the main games...
And it is called Sly Cooper: Thieves in Time and not Sly Cooper 4.

It's not really a spinoff either though. Have you played it? It very much feels like a full fledged Sly Cooper game and the only way I see *Sucker Punch* coming back is if the Sly movie exceeds expectations. This might be the closest thing we ever get

 

EDIT: And for further elaboration, Sony is known to suspend it's IP while moving on to new projects. If they never made another Sly, would this one be considered the fourth?
