Yes, with Japanese games(leaving out Nintendo). For example, earlier this year, Shinji Hashimoto said that Square "wants to help spread more PS4's" regarding more unannounced PS4 games in 2015(E3 and TGS). Then later at E3, Tetsuya Nomura said "we wanted to give gamers something that would make them happy -- open them up, perhaps, to buying into the PS4" regarding the PS4 titles announced. OP said that Square announced FFXV, KH3 during E3 2013(also, Type-0 HD at E3 2014).
The PS4's growth widened the gap between Xbox since then, and as we know Type-0 HD bombed on Xbox(poor example since no one asked for it there), which is what we all expected including Square. It just comes down to remembering that PS, the Japanese console with worldwide appeal is a guarantee while Xbox, the American console is an option when it comes to Japanese games, and the sales reflect that. Of course, western games will be multi-plat.
