Because Bethesda gets away with glitchy, buggy, poorly running and ugly looking games. Most overrated developer ever.

You said "publish", though, which made no sense.
Bethesda "gets away with it" because their games are fun and immersive and millions of people love playing them.
I will predict, 87
I do not think Fallout 4 will get above a 90 on metacritic because of graphics and a style of gameplay that some critics will find tedious and boring.
Games I have Finished
90 flat is my guess, critics on the graphics and the lack of real gameplay innovation, but loving the familiar Bethesda feel.
Since reviewers apparently don't notice or don't care that Bethesda's games are almost always really buggy, I'm going to go with 91.
Just because ive seen some complain about the visuals and such I'm gonna go with 88
