This is PlayStation's Modus Operandi, which only changed for PS4, because with PS3 they realized it doesn't work anymore.
Every PS w/ the exception of PS4:
Introduced a new media format
Had propreitary exotic ISA's
This was cause Kutaragi designed the PS to make developers prioritize it as a platform, i.e free exclusives.
The PS3 wasn't a result of cockiness or confidence (at least not to a significant degree), it was the result of an outdated design strategy. As for the nature of the PR, coming out last they had to distinguish themselves from the established 360 and family friendly Wii. Emotional buisness decisions are rarely causal especially when there are legitamate more probable causes.
In fact, you could argue that the sucess PS2 made the PS3's launch inevitable.
