Yes, but these developers where already in the know what to expect far before that date, so they could already do most of the programming beforehand. This being Nintendo, I doubt really anyone outside of the company really knows what to come and thus earlier SDKs are a necessity, especially if some new peripherials are included.

Don't give ideas! Things will naturally come at some point...
And to answer: Not very soon. But around early next year I'd imagine we start getting "real" roumors as to what we can imagine for the NX to be. But this next few weeks will be trolling. Don't trust the internet.

Since both SONY and Microsoft asked the major publishers what they would like to have in their respective future consoles, it's very likely they knew what to come, just not exactly how powerful they would end up. Otherwise they would only have had a few months for all the programming, which is just not nearly enough for an entire game.
