That "chippai" wordplay must be a mixture of "oppai" (breast) and "shippai" (失敗) failure and chiisai/chicchai ( /い): tiny/small cuz I've never stumbled accross that word before.

Hinnyuu (貧乳) is the most common word I've seen used when referring to small tatas.
