Well Konami owns metal gear, and we're basically making Kojima a metal gear slave. He'd much rather work on other things. He's said so many times.
It's fairly obvious, to me at least that this is a teaser.
The timing is far too perfect. I'm willing to make a bet on this, actually.

Hire Kojima, Sony! And then get him like 10 or 50 Editors to help him finish his game in a timely matter, without ramping up a huge budget. Also, bring the MGS Legacy to PS4.

Like on most people's heads right now. I say hire this guy Sony. You have huge connections to movie industry you can use that to your advantages. Kojima will love that.

That would be incredible. Or it would at least have the potential to be.
I can't believe how much I played P.T. when it was literally nothing but exploring the same hallway over and over. That's how you design an engaging experience with a minimalist approach. It was the first time I've cared enough about the franchise to look forward to playing another Silent Hill, so naturally it was canned.
Unfortunately, Silent Hill belongs to Konami.
