It is cheating but to be honest sometimes you can't help but look.
Golden eye was the worst for this. You try putting down the sensor bombs and the other player would be watching you so they know where not to go.

Its all fun though.

If you can't beat your opponent when they're screen peeking you aren't good enough in most cases. Unless it's a huge map and they're just sniping, in which case they're just being cheap. But hey, you can do it too.

I never actively tried to because I never needed to, but it's entirely fair unless it's agreed upon beforehand that you shouldn't do so.
