I haven't noticed Japanese players being better than other regions, just that there seem to be more Japanese players when I play

That goes both ways. Generally it's the game's fault, but you can tell when someone actually is lagging themselves, which isn't exclusive to Japanese players.

I always felt like Japanese gamers are better than everyone else. Not just in Splatoon but in other games too like Mario Kart.

I guess Nintendo feels that matching players from across the world is a great idea. It's not, but maybe one day they'll learn how to create proper matchmaking.
