More to the point, what would they deliver as software? Apple is not a Videogame developer at all, and only trying to survive on third party games and brand power can't go well over prolonged periods of time.
After the failure of PSTV, Sony should jump on this and offer PS Now through the device, like they did with samsung TVs recently.

Apple is not used to release a "once every 8 years" kind of hardware.

People using Pippin as reference. Pleases, 90's apple and 2015 apple are completely different companies. One was on the verge of bankruptcy and the other is the most valuable and profitable company of the world, that has more money reserves than most countries. If they are up to burn some billions they can dominate any market they wish.
And for Pippin failure, as a product, remember Newton, the Apple PDA that bombed. Some decades later apple came with the iPad that was a massive hit. Having failed in the past don`t mean you can succeed in the future.
iOS is already pretty huge for gaming, if the games are ready to go for Apple TV we are going to have some incredible library out of box.

The biggest part of the AppStore-revenues are games. Most of Apple's 30%-share will be profit with no own risk. With these numbers Apple can "risk" another iOS form factor and should "survive" if it flops.

According to http://www.pocketgamer.biz/metrics/app-store/ there are 412,624 active games currently on the app store.
If you unite all of those games budgets, you couldnt make one GTA V.

For those of you interested, Apple TV has shipped over 25 million units since 2007. The install base in the USA is at 15 million with total install base at almost 35 million in the USA for digital media streaming devices.
Amazon Fire TV which plays Android games via the remote and third party controllers has shipped 4.5 million units in the USA in its first year on sale.
